Accomplishments:

Cynthia (Cindy) Morgan is passionate about helping parties get to the heart-of-the-issue and working through roadblocks that hold back settlement.  By helping clients become comfortable with the process, she efficiently assists counsel navigate the wins and warts of their case.

Formerly a personal injury litigator, she has extensive trial and arbitration experience in a broad range of civil matters, including auto accidents, worksite injury and construction defect, professional negligence, product defect, breach of contract, premises liability, bad faith and insurance policy disputes, and auto/property subrogation.  She argued before the State Supreme Court and Court of Appeals on statute of limitation and juror misconduct issues, and authored dozens of continuing legal education materials.  More importantly, she mediated hundreds of cases to settlement by understanding mediator to party and party to party dynamics.  She also served as an Exparte Commissioner Pro-Tem for the King County Superior Court, a CR 39.1 US District Court mediator, and presided over employment security and toll hearings for the Office of Administrative Hearings.

As a current industrial appeals mediation judge, she has assisted hundreds of pro se litigants, attorneys and employers navigate the worker’s compensation hearing process and resolves appeals involving issues of acceptance of claims or medical conditions, disability awards, WISHA violations, and assessments.  She also serves as a mandatory or civil arbitration arbitrator in Snohomish and King Counties.

Judge Morgan is also a full-time parent of two teenagers, and an avid runner.
