Accomplishments: Cindy Morgan has spent her career practicing law in Washington State. She was selected as a Rising Star and Local Super Lawyer by Washington Law & Politics Magazine in 2002 and 2004. From 1996 until 2003, she practiced with the Messina Bulzomi firm in Tacoma, with an emphasis on complex personal injury and wrongful death claims. Specific types of cases she has handled as a litigator include auto accidents, medical malpractice, worksite injuries, product liability, insurance claims and employment disputes.
From 2003 until 2009, Ms. Morgan was in private practice in Seattle and Issaquah and focused on mediation, arbitration, insurance subrogation, and personal injury litigation. She practiced insurance defense with Scheer & Zehnder and served as an Administrative Law Judge for the Office of Administrative Hearings in Seattle before accepting a position as Hearings Judge with the Board of Industrial Insurance Appeals (BIIA). She was recently promoted to Review Judge with BIIA. She has also served as an Ex-parte Commissioner Pro Tem for the King County Superior Court and MAR arbitrator in King, Pierce, and Snohomish counties. Ms. Morgan is certified as a Rule 39.1 mediator in U.S. Federal District Court and serves as a Washington State Lemon Law Program arbitrator.
She has authored numerous publications and spoken at CLE seminars in the areas of automobile accident litigation, subrogation and insurance, medical malpractice, mediation and settlement strategies. She has authored Chapter 9: Evaluation and Settlement of the Washington Motor Vehicle Accident Litigation Desk Book.
